Executive Summary

 

Koblerville Elementary School (KES) is located on the southern end of the island of Saipan. In 1986, the school opened its doors to 278 students in Grades 1 to 7, with seven teachers on staff. With each school year the enrollment and teaching staff grew. By 1990, the seventh grade was merged into junior high school, while two kindergarten classes were opened with AM and PM sessions. In 2023, the school successfully opened four full day Kindergarten classes. Today, KES serves as the fourth largest elementary school in the CNMI, with 517 K-5 students from the villages of Koblerville, San Antonio, and outlying areas. Of the 517 students, 12% account for students with IEPs and 26% who are English Learners (EL students). The student ethnic population is predominantly Chamorro at 47%, 18% Chuukese, 15% Filipino and 7% Carolinian.  The school has 68 staff members. 

In line with the priorities and current expectations of the CNMI Public School System, the school aims to fulfill the goals of the CNMI PSS Strategic Performance Management.  Increasing high student achievement and ensuring a safe and caring school for students are at the forefront of the school’s priorities. 

At KES, a variety of opportunities for students are provided through meaningful learning for the “whole” child. We cater to the needs of our individual students through the special services that supplement the regular school program. The school aims at fully implementing the High-Quality Instructional Materials (HQIM), along with services encompassing Social-Emotional Learning (SEL) through the strategies embedded under the Multi-Tiered System of Support (MTSS).

Successes: Based on the school wide plan focus for SY2023, KES has fulfilled its four intended critical initiatives. The allocation of funding for the acquisition of instructional materials and services were exhausted in the last quarter of the school year. As a result of the school's effort to improve student achievement levels, and as noted on the overarching goal/ main objective, KES has met its target with 54% of K-5th grade students reaching proficiency levels in reading, as well as 55% of Grades 1-5 students proficient in math.

Critical Initiative #1: 21st Century Culture of Learning- Enrich 21st century culture of learning by involving all stakeholders to meet the needs of all K-5 digital natives
 
  • 100% SEL curriculum implementation across all grade levels (met) - All lessons from the Positive Action curriculum were delivered at all grade levels.
  • 100% of identified students needing mental health support are provided services (met) - The school completed all tasks addressing the mental health needs of students. Services provided and activities conducted within SY 2022-2023: SARC Referral (Attendance contract agreements maintained by students helped to prevent SARC referrals), Classroom Guidance, Attendance Watchlist, Individual Counseling and Check-Ins, Group Counseling, Pediatric Checklist Monitor, Parent Conferences with Counselor and Student, Other Services (Mediation), Child Study Team Referrals: CST and Section 504, Head Lice Screening and Monitoring
  • 100% Grade Level SEL End-of-Year SEL Activities conducted (met) - The 5th Grade Transition to Middle School Transition Summit was conducted on June 02, 2023. Over 100 students participated in the event with presentations and activities focused on the CASEL competencies that offered SEL skills necessary as students prepare to enter the early stages of their secondary level schooling.
  • Vision, mission, goals shared via social media, parent orientation, class activities (met) - The vision, mission and goals were shared with the school community through the school handbooks, the parent orientation sessions, posters and through the goal-setting sessions teachers and students had at the beginning of the school year. 
  • Acquisition of technology resources, equipment, services and subscriptions (met) - Allocated funds were used to procure technology items, services and subscriptions.
  • IFB published for technology items (met) - The IFB process for technology items were executed.

  • 25% or more of KES parents will have participated in school activities (met) - Based on all the parent engagement activities for the entire school year, there was a total of 34% parent/ legal guardian participation.
  • 100% of stakeholder surveys deployed (met)- All 12 identified stakeholder surveys were deployed on April 13, 2023. The school closed all the stakeholder surveys on June 09, 2023. The school team analyzed the parent, staff and student results during the End-of-Year Data Dialogue session.

Several IEP students with urgent needs were receiving pull-out sessions 5 days a week, more than they used to in previous months. The school launched the school-wide Tier 2 reading intervention for all students placing students on their appropriate literacy level (homogeneous grouping across all grade levels).  This school wide Tier 2 intervention had a positive impact on student achievement levels in reading. The after-school and Saturday remedial and enrichment programs were offered by the third quarter with 25 separate intervention and enrichment programs.
